Space interests and space power - exploring EU space policy

The statement, ‘space is contested’ is frequently been advanced by academics and policy-makers (*) Considering space policy as part of this process of contestation, drawing on materials over a forty year period, from European Parliament Resolution on European Space Policy from 1979, to the 2016 Communication from the European Commission, Space Strategy for Europe, this papers explores the nature of such contest, in particular how this contest is presented in the space policy texts considered. Staring from the exploration of EU space policy using Lowi’s (1972) four-fold policy typology, the exploration further draws on Luke’s three dimensions of power to explore the various ways in which space policy serves particular interests.
