3. Do they really want Reparations? Justice and other Post-Conflict Concerns in Northern Uganda

Reparations have become one of the core demands of victims in the aftermath of atrocity, and this is the case in northern Uganda where victims have been waiting for ‘justice’ in some cases for decades now. While victims have received promises of reparations from the government of Uganda, have been encouraged to expect reparations from the International Criminal Court, and have come to use the language of reparations to focus their needs and requests, there seems to be a real disconnect between the what victims understand and hope for and the theoretical underpinnings of the concept of reparations which is remedy from a unique wrongdoer in relation to a specific harm. Based on field research conducted in the summer of 2022, this paper explores this disconnect and its practical implications in northern Uganda, particularly in respect to ICC reparations.
