Understanding the Turkish defence offset regulations: Why and how they have changed through the years 2002-2020?

The debate over the efficiency of defence offset regulations to contribute to the indigenous defence industries continues. While some of the scholars of defence procurement argue that defence offsets complicate the transaction and increase the time and the energy spent on every project and thus leading to a lose-lose situation both for the buyer and the seller; other scholars, especially from developing world, provides us with certain cases that show defence offsets can contribute to the defence industrialisation. While Türkiye emerges as an interesting case which might provide us with an example in which defence offset regulations work, regulations can hardly keep up with the dynamism of the industry. There have been some changes in the defence offset regulations of Türkiye throughout the years, albeit irregularly. This work aims to make sense of the change in the defence offset regulations of Türkiye by comparing the regulations and trying to spot the patterns and continuities/discontinuities. Besides the regulations, academic literature on defence offsets and semi-structured elite interviews were conducted with experts from the defence bureaucracy and the defence industry of Türkiye.
