Politicization of negotiated settlements by elites in Colombia

22 Jun 2023, 13:15

Description

Ending civil conflict is difficult, particularly through political settlements. The signing of the Final Agreement between the Colombian National Government and the Revolutionary Armed Forces of Colombia (FARC) on November 24, 2016, created many expectations. However, key advances that were achieved during the subsequent months gave way to a period of stagnation and backsliding in its implementation. The research gap lies in to stress that durability of peace guaranteed through negotiated settlement can be affected when the concessions made with rebels is politicized by opposition. The research from an elite-centric approach focuses on the approach of three presidencies Uribe, Santos, and Duque along with the impact of Colombian elections on the durability of peace agreement with FARC. The research also highlights that the space in societal acceptance of rebels along with the concession granted during peace deal can be used by the opposing elites as a politization tool which also challenges the delicate power-sharing agreement. Lastly, the research highlights that politicisation of the deal remains as hindrance for sequencing of TJ (Transitional Justice) goals making the society more polarised and pushes it to violence, as transition from civil war to peace needs compromise and calculated sequencing of goals of TJ.
