In the year 2023, the Republic of Turkey celebrated its centenary under the rule of the Justice and Development Party, characterized by Islamic and authoritarian tendencies. While this occasion sparked debates on various ruptures and changes for the centenarian republic, one of the most significant transformations occurred with the appointment of Hakan Fidan, the prominent head of the National Intelligence Organization, as the Minister of Foreign Affairs. Advocating in his doctoral thesis for the coordinated action of a powerful country's intelligence agencies and foreign affairs, Fidan became the first political actor in Turkish history to transition from the head of intelligence to the ministerial seat. A former non-commissioned military officer, social scientist with a PHD degree, and high-ranking bureaucrat in the Justice and Development Party administrations, Fidan's role as the Minister of Foreign Affairs in the second century of Turkey under the administration of President Recep Tayyip Erdoğan raises widespread curiosity about the initiatives he will undertake. In this regard, this study, from the perspective of the impact of actors in foreign policy, will explore how Hakan Fidan envisions Turkey's foreign policy, drawing from his own background and intellectual framework. It will also discuss the feasibility of implementing his ideas in light of Turkey's realities. Subsequently, the study will also delve into a discussion on the feasibility of these ideals with Recep Tayyip Erdoğan as a comprehensive and repressive leader.
