MARINE SPATIAL PLANNING: Spaces for Conservation, Sustainable Development, and Sovereignty

The research question investigates the role of marine spatial planning as a tool, methodology, political process, or a combination of the three. This paper explains the origins, historical analysis, development, implications, and agendas of marine spatial planning globally and in Brazil. In the humanities, politics, economics, law, the environment, geography, and strategy constitute some of the main theoretical references of marine studies that are constantly involved in the main discussions of the reorganization of the sea. The research methodology includes a thorough bibliographical review of primary and secondary sources, with a focus on qualitative analytical methods. The findings show how the international maritime community considers the role of marine spatial planning in improving ocean governance and restructuring state marine territories. In addition, despite a focus on political power, marine spatial planning in Brazil is still in its early stages, with little expression in effective domestic actions.
