DESCRIPTION:Historically\, space has been the purest\, almost exclusive ex
pression of the most sovereign state policies. The events of World War II
and the advent of nuclear power have shaped international relations in the
ir most strategic aspects. At the turn of the 2000s\, this history\, which
is still very relevant today\, seemed to have evolved significantly with
the emergence of new players and new narratives. The product of an ever-st
ronger fusion of space and digital technologies\, these new narratives see
m to indicate a radical shift in the very economics of space activities\,
almost in their raison d'être. However\, public activities have themselve
s undergone a transformation. They have taken this new situation into acco
unt and have even encouraged it for several decades now. From this point o
f view\, they remain an essential variable in the new space equation\, Dr
Pasco will show.\nDr Pasco is the Director of the Foundation for Strategic
Research (FRS) in France. He has also been coordinating research on Space
\, High Technology and Security. In particular\, he is responsible for mon
itoring US civil and military space affairs and the United States' interna
tional strategy in the fields of high-tech space (civil and military). He
is also in charge of studies on future national and European programmes in
the space sector\, both in the civil and defence fields. In this capacity
\, he is the author of numerous reports on civil and military space activi
ties carried out on behalf of national and European public bodies. Xavier
Pasco has been a member of multiple ministerial and inter-ministerial work
ing groups. He has also just been rapporteur for the report "A space ambit
ion for Europe" published by the Centre d'analyse stratégique). Dr Pasco
participated in several projects related to the "Preparatory Action for Se
curity Research" launched by the European Commission in 2004\, and within
the framework of the 6th and 7th European Research and Development Framewo
rk Programme (2007-2013). In this context\, he coordinated the European cr
oss-disciplinary research activity "Conditions for Space Policy and Relate
d Action Plan Consolidation in Europe" supported by the Executive Research
Agency of the European Union in 2010-2011. He also coordinated European w
ork on data policy for the future European space surveillance system as pa
rt of a study for the European Space Agency (ESA). It also coordinated (20
11-2012) the study on the future European ground segment for earth observa
tion for defence and security purposes for the European Defence Agency (ED
A).\nThe talk will last 30 minutes followed by 30 minutes of Q&A.\nRegistr
ation will close two hours before the event begins\n \n\nhttps://indico.b
