This paper will look at how international organisations frame the issue of food security in international trade discourse. This research will map the international organisations involved in food security governance in international trade, looking at how agriculture and trade officials negotiate food security in international organisations.
In a multipolar world, in which the US operates in isolation, withdrawing from international cooperation, it is important to understand the role of international organisations in global economic governance.
Building on constructivist theories on post-exceptionalism of agriculture in international trade, and drawing from the results of fieldwork in Brussels, Geneva, and Rome, this paper will adopt a qualitative research design, using interviews and content analysis of official documents to assess how trade and agriculture officials address the issue of food security in international trade. Framed around three recent food security crisis, namely the Global Food Crisis of 2008, the War in Ukraine, and the closure of the Strait of Hormuz, this paper aims to understand how traditional non-trade issues like food security are discussed in international trade, and the role of non-trade specific organisations in the multilateral trading system.
