2021 marks the 20th anniversary of the publication of the International Commission on Intervention and State Sovereignty’s (ICISS) report on the Responsibility to Protect (R2P), with a version of R2P eventually being officially adopted at the UN World Summit in 2005. The anniversary offers an excellent opportunity to reflect on R2P in particular, and the issue of intervention in world politics more generally.
Since the inception of R2P in 2001, geopolitical dynamics in international relations have been subject to profound change, not least due to China’s rise to a prominent position internationally. While often portrayed as an anti-interventionist force, China’s relationship with R2P and intervention, as well as the more recent concept of human protection, is complex.
In order to explore this complexity further, the BISA working group on the Responsibility to Protect (IR2P WG) is delighted to host a roundtable on Professor Rosemary Foot’s (St Antony’s, Oxford) and Dr Courtney Fung’s (University of Hong Kong) recently published monographs China, The UN, and Human Protection: Beliefs, Power, Image (OUP, 2020) and China and Intervention at the UN Security Council: Reconciling Status (OUP, 2019), respectively. Professor Foot and Dr Fung will introduce key arguments and insights from their research, and there will be plenty of scope for Q&A.
